By default, this plugin hides all functionality available in the new block editor (“Gutenberg”).

Where do I find out the GIPHY button?: You can find out it in your any Posts with the Toolbar of TinyMce.
Why couldn’t the plugin show the images in the pop window ?: Please check your config of this plugin in banckend : Settings -> Media.
